Roseville Area Schools has a Recruitment and Retention Coordinator full-time position. The Recruitment and Retention Coordinator will develop and support a strategic approach to attracting, identifying, selecting and on-boarding high performing employees to support the School District in effectively meeting its staffing needs in a dynamic workforce climate. This position will coordinate all recruitment and selection efforts for the district and will develop and maintain data systems related to the district’s recruitment and retention efforts. The coordinator will also be responsible for managing department software and electronic systems related to recruitment and for the set-up and management of employee data in the Skyward HRIS system.

MINIMUM REQUIREMENTS

  • Bachelor’s degree in Human Resources, Business management, Business Administration or related field plus two years of advanced level human resources work experience; OR
  • High school diploma or equivalency with at least three years of advanced professional level human resources work experience.
  • 3-5 years clerical/administrative experience or equivalent combination of education/experience.
  • This position requires the ability to travel between multiple district sites and requires a valid MN drivers license

 
PREFRERRED QUALIFICATIONS

  • Knowledge of Skyward and Applitrack
  • Knowledge of state laws, rules, administrative procedures, policies, bargaining agreements

Responsibilities Include:
Develop and maintain processes, structures, and systems for the recruitment, selection and onboarding of employees

  • Directs the recruitment and selection process for all district staff positions to assure all open positions are filled timely and with district’s hiring standard and protocols. Advises hiring managers to facilitate recruitment and selection best practices. Facilitates hiring teams, as needed
  • Develops, manages, and evaluates recruitment and selection processes utilizing best practices
  • Manages the postings of all District positions on applicant software according to requirements established by district guidelines or negotiated agreements
  • Provides a high-quality experience for every candidate from application stage to onboarding
  • Develops and administers district’s interview screening tools and trains hiring teams on how to use them effectively
  • Manages District applicant software (Applitrack) and stays abreast of software enhancements
  • Provides expertise and support for hiring managers and secretaries on the use of applicant software; Keeps them informed of and provides training on software enhancements
  • Plans, organizes and directs the use of all relevant recruitment strategies (e.g. job boards, social media, job fairs, college and university connections, etc.) for recruitment of quality candidates
  • Tracks and analyzes all EEO information and maintains current knowledge of Equal Employment Opportunity (EEO) and affirmative action guidelines and laws, such as the Americans with Disabilities Act, Veterans Preference Act, and other state and federal requirements
  • Performs searches for qualified candidates according to relevant job criteria, using AppliTrack computer database, networking, internet recruiting resources, media, recruiting firms, and employee referrals
  • Conducts reference checks and reviews and evaluates applicant qualifications or eligibility for specified licensing, according to established guidelines and designated licensing codes
  • Contacts applicants to inform them of employment possibilities, consideration, and selection
  • Directs and supervises the orientation process for all new employees including licensed and non-licensed staff on District benefits, policies, and procedures, as well as the operation of relevant electronic systems such as Skyward, AESOP, My Learning Plan, and Employee Evaluation Software
  • Performs in-depth research, gather facts, and uses extensive and effective analytical and evaluative methods to accurately assess information and evaluate trends in recruitment, retention, and compensation
  • Tracks and analyzes staff turn-over and provides relevant data to the Director on a monthly and annual basis to support adaptive strategies to meeting changing demands in staffing needs
  • Reviews and approves all background check applications in consultation with Director
  • Assist in managing the automated interactive sub calling system (AESOP) and serves as the point person and liaison with the School District’s substitute teacher vendor (Teachers on Call)
  • Assist in providing expertise and support for building secretaries, teachers and special education paraprofessionals using the sub calling system. Troubleshoots system problems with District and AESOP technical staff
  • Produces accurate semi-monthly download of AESOP substitute teacher requests for interface with the Skyward teacher time off system to verify skyward entries against AESOP for accurate teacher pay records
  • Coordinates, organizes, and schedules training sessions for substitute teachers and maintains records of completion for verification of pay rates with the substitute teacher vendor
  • Assist in being the District contact for teacher licensure issues assuring proper licenses are secured for employment
  • Apply for Grow Your Own (GYO) Grants to recruit and retain Teachers of Color
  • Participate in committee groups for GYO
  • Develop pipelines for hard to fill positions
  • Completes external requests for hiring surveys

 
Support the management and coordination of HRIS database and other electronic systems of the Human Resources Department in close collaboration with the HRIS Coordinator

  • Sets up all new employees in Skyward HRIS database and other relevant software systems (e.g. AESOP, Employee Evaluation System, My Learning Plan)
  • Works collaboratively with the HR Generalist(s) and IT to create coherent workflow systems for the Human Resources Department across the full employee life cycle
  • Manages and supports the electronic personnel file system in compliance with records retention requirements of the school district and state and federal law
  • Creates reports and analysis of employee data using Skyward and other electronic databases and tools
  • Provides information, reports, and data analysis to the Director of Human Resources to support collective bargaining processes and the development of management positions

 
Performs other related duties as assigned
