Description: To inspire and prepare all students with the confidence, courage, and competence to achieve their dreams; contribute to community; and engage in a lifetime of learning.  Under the direction of the Coordinator of Risk Management the Risk Management Specialist will plan and execute the safety, security, and risk management programs of the district to ensure regulatory and procedural compliance, emergency preparedness, and safety for all students, staff, and community members
 
Job Summary:
The essential functions of this position include, but are not limited to, the following fundamental job duties:

Risk Management Security Plan – Maintain and communicate district risk management, emergency planning and crisis preparedness programs

  • Implement the district security, OSHA compliance and risk management programs including comprehensive procedures and policies which pertain to the risk management of all district locations
  • Design, develop, and maintain a districtwide emergency preparedness program (long and short-range plans) in cooperation with other agencies, including 911, local law enforcement, emergency management agencies, and the Risk and Emergency Management Advisory Committee (REMAC)
  • Participate in the development, design, and maintenance of the district level Emergency Management Plan (CEMP)
  • Develop, influence, and nurture trust-based relationships with government officials at city, county, state, and federal levels and act as district representative to these entities in collaboration with the Director of Facilities and Transportation Operations and Coordinator of Risk Management
  • Serve as a liaison and maintain communication with local law enforcement in the communities we serve, follow-up on individual cases affecting district interests as needed
  • Participate and support the REMAC in collaboration with the Director of Facilities and Transportation Operations and the Coordinator of Risk Management

 Risk Management Health & Safety Plans – Maintain and communicate district health and safety management plans, to comply with OSHA, EPA, DOLI, MDH and other local, state and federal requirements management programs

  • Monitor and coordinate compliance with district standards for risk management, OSHA compliance, ergonomics and environmental regulations
  • Create and assess key performance indicators and metrics to measure district risk management
  • Provide detailed and accurate reports to regulatory authorities
  • Conduct vulnerability assessments and develop response plans including cost/benefits analysis
  • Conduct workplace safety assessments and develop response plans including cost/benefit analysis
  • Ensure district compliance with all local, state or federal requirements, including but not limited to required, OSHA compliance, fire and life safety, and environmental regulations
  • Advise Coordinator of Risk Management regarding identified gaps in compliance and risk management vulnerabilities

Manage risk management assets guarding:

  • Coordinate and complete timely repairs, inspections, additions, replacements and improvements of risk management equipment as necessary for compliance with the risk management plan
  • Conduct research and work collaboratively with departments and industry experts to install and maintain effective risk management equipment that meets current best practices in the district
  • Maintain and support department assets including security cameras, card access systems, online risk management plans & websites, visitor entrance & management systems, intrusion alarms, two-way radios, other security technology, AEDs, fire and life safety equipment, emergency eyewashes, emergency lighting, fall protection and machine guarding

Monitor compliance with internal audit and risk management policies, procedures and training as well as local, state, and federal regulatory requirements

  • Ensure district compliance with all local, state or federal requirements, including but not limited to required emergency response drills, OSHA compliance, fire and life safety
  • Advise Coordinator of Risk Management regarding identified gaps in compliance and risk management vulnerabilities
  • Coordinate support for district staff and community members, deliver presentations, provide guidance and act as a resource
  • Establish system for responding to concerns from staff, students, and the public
  • Under the guidance of the Risk Management Coordinator, provide training for affected staff, as necessary, on the crisis emergency management plan (CEMP) and its individual components, OSHA compliance, equipment safety training
  • Design, facilitate, and monitor effective training for risk management, emergency planning, crisis preparedness, and OSHA compliance through in person training and using the district’s online learning management system
  • Provide technical assistance to employees on district learning management system
  • Maintain the district online learning management system with district staff and contractors
  • Other Duties as assigned

  • Crisis Management and Emergency Preparedness – Knowledge of crisis management protocols, design, and implementation of programs
  • Understanding of Local, State, and Federal Environmental Health and Safety Regulations
  • Developing and presenting employee training
  • Conducting hazard assessments and developing corrective action plan

Qualifications:

  • Associates degree desired + minimum 5 years of experience in similar/equivalent position; Prefer 4 year degree or a minimum of 5 years’ experience working with an environmental health & safety program or an emergency management program
  • Major field of study or degree emphasis:  Environmental Safety, Risk Management, Criminal Justice, Emergency Management, Security Management, Business Administration

Required Work Experience in Addition to Formal Education/Training:

  • A minimum of three years of experience managing security and emergency management program compliance, emergency preparedness, law enforcement, and security
  • Experience in environmental health and safety field required. Environmental Health and Safety training experience preferred.
